It feels as though the debate around the AARTO (the Administrative Adjudication of Road Traffic Offences) has been raging for so long that the general public, and even fleet managers, have lost track of where everything stands and how it should all be managed. We’ve put together a quick infographic to help you make sense of it all.

AARTO quick facts

  • Despite previous or current news about court cases surrounding AARTO, the system cannot simply be removed unless it is replaced by another system. So AARTO remains in place, active, and legitimate.
  • To date, AARTO has only been rolled out in the cities of Johannesburg and Tshwane.
  • Across the rest of the country, the Criminal Procedure Act (CPA) is still used to prosecute driving offences.

What AARTO is meant to fix:

The biggest hassle is that there is no one single system where all fines can be managed, because all provinces, and the municipalities within them, have leeway with how they implement their infringement notices. Added to that they all have different bank accounts, and you start seeing just how complicated fleet fines management can get. AARTO is meant to be one cohesive fines management system across South Africa that can be easily accessed and managed online.

Summary

It’s easy to see that a system such as AARTO is the way forward. The current system that includes hundreds of municipalities scattered across the country and an arguably non-existent postal service is not sustainable.

Fleet managers should keep track of developments around AARTO because even if changes are made, it is definitely the blueprint for future fines management systems.

Keep yourself in the know with our handy AARTO booklet. It will guide you through the basics of AARTO and how to correctly manage fines.
